The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: positive announcements are delivered from multiple capitals. Considerable effort is devoted on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a ability provided through up-to-date information. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.

Ongoing Risks

Not long after, a heavy machine gun opened up on a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.

Political Considerations

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, American administration does nothing to discourage Russia, through statements or actions, from thinking that the current condition will not change more in its benefit in the coming year.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its favour.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
